Documents Required to Apply for a Building Completion and Occupancy Certificate via Taabadl Alkon:

Safety plans for the facility approved by MODON or Civil Defense.
Valid periodic maintenance contract for firefighting and safety systems.
Safety certificate for internal electrical wiring and connections, issued by a consultant office approved within the cities.
Certificate of completion for insulation works, issued by a city-approved consultant office.
Bill of quantities (BOQ) for the firefighting system.
Environmental operating certificate.
Industrial license.

Documents Required to Renew an Operating License via Taabadl Alkon:

Second Stage: Inspection Visit

An inspection visit will be conducted to approve the issuance of the building completion and occupancy certificate or the renewal of the operating license. The following safety standards will be verified:

Assignment of a designated safety officer.
Verification of the firefighting and safety control system’s effectiveness and its connection to the main control panel.
Compliance of the firefighting system with the approved factory safety plans.
Adequacy and conformity of emergency exits to the required specifications.
Proper implementation of safety measures in the storage and transport of hazardous chemicals and gases.
Safety of production lines, systems, and equipment within the facility.
Absence of unauthorized storage or violations in open areas

Issuance of Building Completion and Occupancy Certificate

Validity 1 Year

This certificate is issued to facilities that have no outstanding observations and have fully implemented all required safety regulations and standards. It confirms the completion of construction works and serves as an operating license. The certificate is granted once, for a period of one year, to new factories that have completed construction and meet all applicable requirements.

Operating License Renewal Options

Short-Term License: 6 Months

Issued to establishments with multiple observations or violations requiring extended time for rectification. Allows businesses to begin operations while committing to address outstanding issues according to a scheduled action plan. Intended to support coordination with other relevant government agencies.

Medium-Term License: 1 Year

Issued to establishments with moderate-risk observations that require time to resolve. Enables continued operations while corrective actions are being implemented. Establishments must commit to resolving all issues within an agreed timeline in coordination with relevant authorities.

Long-Term License: 3 Year

Issued to establishments free from any safety observations or irregularities. Indicates full compliance with all safety standards and regulations.
